What does it means to file a joint motion to stay proceedings pending the outcome of arbitration?

It means that both parties in litigation have asked the court to hold off on making a decision until an agreement has been made by both parties by means of an arbitration.
An arbitration is where both parties sit down with a third and unbiased party and sort out the issues and agree on a settlement.

It means more than one party filed the motion and "to stay" means put it on hold. Arbitration has mediators to decide the outcome of a proceeding.

I think it's when papers are filed in court stating that there is a case pending but both parties are willing to hold off on going to trial until you see if an agreement is reached via arbitration, and if it isn't settled to both parties satisfaction, you want to be able to proceed without having to start from the very beginning.

Just what it says. You and the other side have agreed that the proceedings will not go forward until after you have concluded arbitration. No court unless you can't agree to settle the case in arbitration.

It means both parties in a lawsuit agree to stop using the courts to resolve the problem until it has completed the process of arbitration.

it probably means that both parties want to suspend the lawsuit and whatever is going on with it until after a mandatory or non-binding arbitration.
