Bad credit disappears after seven years?

I've been reading about this subject for the past 2 hours and I have yet to find a straight answer. So these are my questions:

Does the bad credit only disappear after seven years if you've paid what you owed off?

OR

Does the bad credit disappear after seven year no matter what?

I need a thorough explanation that actually makes sense and specifies everything.

Thank you so much for your help.

Update:

I'm 18 years old, and I'm asking this question for my brother.

So what exactly is illegal?

Yes, delinquent accounts may only be posted to your credit report for a maximum of 7 years (can be 7.5 at the most) from the date of the first delinquency leading to charge off. Nothing can LEGALLY reset the 7 year clock once an account has be charged off.

This is governed by the Fair Credit Reporting Act. Any person or company who knowingly alters a tradeline to make it report for longer than the 7 years (called "reaging") is violating the FCRA and can be sued for $1000 per violation plus legal fees and any actual damages.

Nothing can LEGALLY reset the 7 year clock once an account has be charged off.

The link below explains it pretty well. Feel free to email me if you have any other questions.

specific, if it replaced into scientific expenses, delinquent loans and delinquent credit enjoying cards. they're going to age off 7 a million/2 years as quickly as they first went delinquent. No, while you're talking approximately pupil loans and tax liens. those do no longer age off and don't expire.
