As a rule of thumb my driving teacher once told me: rain = 1/3 slower, snow = 1/2 slower, ice = 2/3 slower.
But it does of course also depend on visibility conditions. So in heavy rain the driving speed is rather limited by your range of vision... Remember: you must always be able to stop within your range of vision (or half of it on narrow roads, where oncoming traffic will need the other half of it).
And also remember: A speed limit does NOT necessarily mean that you can safely drive that speed (otherwise many curves would need extra limits).

Depends on the speed limit, type of road (city, highway, rural), terrain (hilly, curvy), intensity of the rain - how it affects my visibility. Going 55 in moderate rain will cause a white-out condition for those following from the spray kicked up by the tires. In a steady rain, 45 mph is about the max safe speed.

The speed limit is a limit not a target one should drive at a speed dependent on the road and the conditions at that time .Having said that I have been known to go a bit to fast at times (shame on me)

It depends on the posted speed limit. I tend to drive about 10 or 15% slower than I usually would.

If its rainig hard and you you don't have good tires 5 below the speed limit, other than that just drive the speed limit.

It depends on the road, the time of day, how hard it is raining, and how much traffic there is at the time.
