unsure of arm rash/raw skin?

the joint on both arms have this and i have dry but not red spots that are not normal on random spots on body(sides, behind arm)

past skin conditions i have just used some selenium sulfide shampoo and problem went away but it is not helping this

vitamin e spray seemed to have helped my other arm significantly in the 4 hours ive put it on but i thought i'd ask if anyone here knows what would cause this so i can prevent it or find out if this is signs of something more serious like Psoriasis

any comments or other have similar condition?

Update:

i looked up eczema and the pictures and descriptions online matched perfectly,

i put hydro cortisone on and will see how that goes, any other suggestions on treatment or prevention

    it looks kind of like eczema (very dry itchy, irritated skin)... both my kids have it. what we use to calm it down is cortizone cream. works wonders, try that
