Does anyone recognize this movie?

Okay, I apologize in advance for the really poor details I remember. I'm thinking of an animated movie (could be Disney but I don't think so), the main character is this really bratty young girl who everyone hates, with reddish brown hair in shoulder length banana curls. The only scene I remember clearly is a cat singing on a stage to a huge audience, and the girl is off to the side and she's pissed off, I suppose because she was supposed to sing.

Anybody have any idea what movie this is? Thanks.
