I would say yes. Same for a dog. If the cat is loose and not under your control and bites someone, you would be liable.

In most states yes. I don't know about California specifically but most states nowadays have leash laws that apply to cats. Your cat must be kept inside or if they are outside they must be contained.
Frankly, if your cat is going out and attacking people you have a big problem. Control your cat or deal with the consequences when you have to put it to sleep or give it away.

If it can be traced back to you, then I doubt you would win any lawsuit. It is your responsibility to keep a cat indoors to keep it safe from coyotes, people's dogs, and to keep other people safe. NO cat should be outdoors if the owner is responsible.

Yes.
Animals are seen as property, it is your property, therefore your responsibility.
