if you know where the frozen area in the pipe is, set space heater, hair drier, or even a table lamp with a 100 wt. bulb. as cloe to pipes as possible. also turn up heat. turn all faucets on and let both the hot and cold run a thin stream for the rest of this cold snap. another solution is to wrap affected pipes with heat tape and insulation. a propane can be used but be careful.

Take a space heater set on high and place it next to them so it blows hot air on them. A heat lamp will also work. Be very, very careful because you are mixing water and electricity and it could kill you. Monitor carefully and continuously, the pipes will probably leak when they thaw, so be ready to turn off the water and either fix the leak or call a plumber. Turning off the water to start with is not a bad idea, but you may not know when they thaw. Turn on all the faucets that are frozen. This will let you know when the pipes that out.

Well if they are copper and the pipe burst, you have to replace that section of pipe. If they are galvanized pipe you need to heat the area thats frozen. You could use a hair dryer or propane torch IF you know how to use one.
Then when the water is flowing again, wrap the pipes with some pipe insulation.
