You need to contact the IRS at the phone number listed on the letter as soon as possible. If you do owe additional tax then any refund you have coming for 2008 will be kept.
You could contact a tax professional to examine the letter for you to help you with understanding why you received the letter.

It is hard to say without know what the letter number is or what letter you received.
Call IRS at the phone number provided in the letter, call tomorrow at 7a.m.
How is it you just received it today if it is dated August, did you move and IRS doesn't have your current address.
Due to not responding to the letter within 30 days from the date of the letter, more than likely IRS made adjustment to the tax year in question and now you owe. IRS will offset your 2008 tax refund and apply it to the debt, and if any remaining it will be refunded to you.
the only way you could receive the refund is if IRS has not made an adjustment to the account, because they are still waiting for you to reply, usually IRS sends two letter before assessing your account.
The only way to get your full refund if you do owe IRS is to contact Tax Payer Advocate and they will need lot of information, like do you need the refund because you are being evicted, or is the electricity being cut off, you will need to show proof of why you need the entire refund.

What did the letter say? You aren't real clear on that in your question.
Call them tomorrow and tell them you just got the letter. With luck, they'll believe you and extend the deadline.
It's kind of surprising that you got the letter today, since it's a federal holiday so the post office is closed.

If you received a letter in August, you should have gotten it way before now. I would need more information to inform you further.
