My cat isn't using his litter box all the time anymore?

I am watching my parents two cats, Bubba and Phineaus while they are out of state getting a bone marrow transplant. Bubba the older one, 7, isn't using the litter box every time he goes pee any more. He is still using it, but also the bathroom rug, towels, newspaper, a pair of jeans, a blanket, all within three yards of the littler box. He has defecated about twice outside of it recently too. I am going to try to take him to the vet today, if they will let my father mail them a check, but I am worried because his last cat of 21 years died from kidney failure and it broke his heart, and I don't want him to find this out in the position he is in. Could he be doing this because my father is away? or any other reason?

Update:

I clean it once a day and @ Laura I hope so but I am still taking him in because last time we waited to long and that's how our Otto died, my mother and father return in 2.5 week so he can rejoice!

He's leaving his mark and expressing change and separation anxiety. Be him for a minute and think, what the heck is going on here? That may help you better understand. Spray the areas that he is going with white vinegar. Cats hate that smell. Be sure not to spray anywhere around the litter box. Keep the box real clean, and praise him when he does use it. He's just lashing out.

He could be stressed or he could have a URI. Good you're getting him to the vet. Good luck to him.
