Who is this DC character?

I'm reading Arkham Asylum and it features alot of the prominent DC villains, but I cant figure out who this is:

Update:

No one noticed the scar on my palm from the first time I learned to ride a bike. You people arent perceptive.

    If he wasn't so short, I'd say he was the Mad Hatter (who is an actual Batman villain who is obsessed with Alice in Wonderland). I think his real name is Jervis.

    His name is Frank.

    He started off as simply an Extra in the DC comics until about the 3rd year when they decided that he made a good anti-hero and pitted him against the Fab Four. After which point he made many cameos and even had episode issues of his own. They eventually wrote him off the comics as he didn't have as high of a fan base as hoped, and after that terrible knee injury in his brawl against Aqua-man, he was never quite the same.

    After extensive research, I've narrowed it down to three candidates:

    1) Killer Croc.

    2) Pete Sampras.

    3) The Mad Hatter.

    And as it is absolutely not #1, and #2 is a tennis player ... that means ...

    (let's see ... carry the three ... square root ... ampersand ...)

    I'm going to go with the general consensus and say it's the Mad Hatter.

    I mean, he has a hat. And he laughs like a madman.

    My all time well-known marvel character is Wolverine. initially it grow to be by using fact he grow to be this form of badass. back whilst i began out examining comics he grow to be between the few men to truly kill and nonetheless be referred to as a hero. PLus there grow to be all that mystique approximately his previous. He grow to be exciting. here grow to be this guy who grow to be stable at what he did, enjoyed what he did, yet did no longer like that he enjoyed it. it somewhat is the undeniable fact that it would be much less stressful for him to kill all people in his way, then take the better path and be the hero. well-known villian is Lex Luthor. An obtrusive decision possibly yet nonetheless my well-known for one elementary actuality: he has desperate to oppose one among (if no longer the main) effective beings in all of DC actuality. Who else has the stones to %. on Superman?

    while it looks like the mad hatter, it might not be. I dont remember him being featured in the living hell issue.

    then again, all I remember from that one is humpty dumpty,lol
