It is based off of a character owned by dc comics back when dc was making more black superheroes....

Yeah, that show was awesome! I had always wished I could be like him, a kid who could control electricity and fly around on a pothole cover (which, btw, conducts electricity). Mix superpowers and science! Static shock first got me interested in superpowers. It came on Kids WB on Saturdays.
