Bulma Briefs, from Dragon Ball, Dragon Ball Z and Dragon Ball GT, has Blue hair, though sometimes long. Bulma is a High visibility character so you would probably be easily recognised.
Her Daughter Bulla (or Bra in the original language) also has blue hair, though it is rather long.
