If it indeed has seatbelts, yes. This is True.

The law in Australia states that the driver is responsible for the safety of all occupants, including that of wearing seat belts. If you are pulled over by the police and they are not, then not only do they get a fine, the driver also does. So in short yes.

Answer: True.
On all military installations, you must also wear a seat-belt when traveling in your own vehicle.
Why wouldn't you want to wear one?
Edit: I can see where operational needs might be more important than wearing a seat belt, which will impede or delay action in a combat situation, but not, however, during training.

Very true. If you are in a military vehicle and that vehicle flips and say the driver of the vehicle is thrown out because he was not wearing his seat belt they are going to do a 15-6 investigation (regardless they will do one anyways) and when it is found out that the driver was not wearing a seat belt then the person in charge of that vehicle will be reprimanded and probably relieved of his duties.

Seat-belt use is generally set by the individual base commander; however, I doubt you will find a base where the command does not care. There are also some specialized vehicles which don't even have seat-belts. But for all practical purposes, yes.

If there is a seat belt provided yes. And you have to wear it in all POV which is Personally Owned Vehicles too.

if it has a seatbelt then its there for a reason and you have to wear it the military is realy big on safety in there vehicles

yes. some posts make you wear a helmet while in the military vehical as well. I loved driving around in my HMV with a seat belt and no doors it was fun. (they soon got us doors, we didn;t look safe at all). You must wear a seatbelt on post in all POV's so it is with all HMV's and LMTV's, FMTV's and all other forms of military tranportation.
