Two cars approach a 4 way stop?

One comes from the south and the other from the east.

Both cars will travel through the intersection without turning, so that one will have to pass in front of the other.

The car on the left (the one coming from the south) reaches the intersection and stops first, but it does not proceed until the car on the right has also reached the intersection and stopped.

Now both cars are stopped at the intersection.

Who has the right-of-way and may proceed first?

The car coming east to west would be on the right of the car going north from the south. A car on the right always has the right of way at a light or stop sign.

The car who got to the 4-way stop first (even by 1 second) would have the right of way. People who get to a 4-way stop don't need to wait for other cars to come before proceeding. If no cars are around, then go, but of course you'll want to watch out for the fool who runs the stop sign. As long you proceed through the intersection quickly, that'll decrease your chances of getting hit.

Sometimes, people make their own right of way and proceed when they shouldn't and if there's an accident and without witnesses, it'll just be your word against the other driver and if nobody admits fault, it'll probably go 50/50 even though you had the right of way. So, it'll be better to drive defensively and in this case the car coming from the east knowing a car got there before him should wave the car coming from the north to go if it's not going. Of course the car coming from the north may wave the car from the east to go, which that car should wave a thank you and proceed. The car from the north may have a problem even if it's changing the radio station or answering a cell phone and don't want to proceed right away.

First car to the intersection always has the right of way but defencive driving would dictate that if the second car proceeds first, let him go.

No sense bending the machinery just to prove a point.

If both cars stop at exactly the same time the vehicle to the right would proceed first as he would have the right of way.

In my state, it is the car on the left, because it arrived first. Many drivers are overly cautious and will wave the other car on first, so there is no confusion.

Here's another one. Two cars, one coming east and one coming west stop at a stop light. Both cars plan to turn south on either a two lane or one lane road. How should they proceed? I was under the impression that they should both proceed at the same time onto a two lane road, but the car driving east should proceed first when turning south onto a one lane road, however, quite often the west driving car proceeds first at my intersection.

The car that comes to a complete stop first has the right-of-way. If both arrive at the intersection at the same the car to the right of any driver would have the ROW. I believe this is correct. Check your state's driving rules.

The order of "right of way" has two conditions:

First, the car on the right always has the right of way.

Second, if it is not clear who is on the right (3 or 4 cars at the intersection); the first one to arrive has the right of way.

As to your question; the car from the south had the right of way until it waited for the car from the east to come to a full stop. At that point, with both cars stopped at the intersection, the car from the east (right) has the right of way.

The car that reached the intersection FIRST!

BUT, don't hesitate too long because the other Driver may think you are giving him the 'right of way', first.

I'd say, you are ALREADY stopped so, 'just 'as he's rolling to a Full stop, it's your turn to go.

The car that got there first in this case the one heading north. If both had arrived at the same time then the car coming from the east would have the right of way.

If both vehicles were ordinary cars, then the vehicle going straight can go first and the one turning must wait. If either vehicle was a police car, ambulance, or fire engine, and was using its lights and sirens, then it has the right of way.
