What's perennial dictum mean?

Stewie: Good evening. I am playing the role of Jesus. A man once portrayed on the big screen by Jeffrey Hunter. You may remember him as the actor who was replaced by William Shatner on Star Trek. Apparently Mr. Hunter was good enough to die for our sins but not quite up to the task of seducing green women. Anyhoo, the perennial dictum is to spread goodwill towards all men. The irony of course is that this is contrary to our nature. So why do we do it? Because we are being watched! And so we unselfishly think of others, assured that our good behavior will be rewarded with love and plutonium.

Perrenial means present at all seasons of the year or continuing without interruption.

Dictum means a formal statement or pronouncement of a principle.

Stewie is saying, the statement (dictum) that is always (perrenial) heard at the end of a Christmas pagent, would be something about spreading godwill toward men. But spreading goodwill is the opposite of man's nature and we only do it because we will be rewarded with love and plutonium.

It depends on a lot of things - where you live, etc etc. Why don't you go and see your local gardening centre and see what you really like. You might like peonies, etc. The choice is enormous. You might also consider bulbs. And think about plants at the back of your borders - climbers or shrubs. Concentrate on every third plant being an evergreen. But a good idea is to go to the garden centre every month, to see what is in flower. That way you have continuous interest. And read gardening magazines and visit your library. There are books on small gardens with plans. Enjoy your garden.
