In a hiring process for almost 2 months now.. what gives?

So.. my brother had a great 35 minute phone interview with an organization that he would be more than happy to work for. That initial interview was in early February, and since then this organization seems to be giving him the run around. They wooed him at the interview and even had him fill out a full application, submit references, and even gave him info on their 401K and all benefits they had.

Since his initial interview:

-They have changed the due date for resume submissions 3 TIMES

-The person he thought was going to schedule an in person interview instead sent a girl to call him and do a very shoddy and hurried phone screen lasting 5 minutes.

-He called his contact there, and she said the position is STILL open and she does not know when they will have a decision, but " It should be in the next few weeks"

This seems very odd to me.. what do you think this means?

    i think it means hes not a strong candidate and they are looking for someone else, but if they cant get someone else they will settle for him.

    hes better off somewhere else.

    tell him to keep calling back and following up until he get a definite yes or no.
