Go to US immigration...(UCSIS). As far as I know, you have to get married...(make sure he declares that though, if he's in the US on a tourist visa and get's married without having declared his intentions it could cause problems). Once you're married, you have to provide evidence that your marriage is 'bona-fide', and as you'll fall into the immediate relatives category you can apply for a temporary permanent residency visa. This will be valid for 2 years, if immigration are convinced it's a bona fide marriage this will increase to ten. Once he has his PR card, he can work. It'll cost you though, and the process may not be that quick.

Marriage to a US Citizen does not grant any automatic rights to residency or citizenship - neither does getting a marriage license.
He can not become legal until after the two of you have married, and after that a lot depends on the circumstances of his arrival in the US.
If he arrived on a valid visa, you are eligible to apply for an adjustment of status to permanent resident, during which you would file for a work permit enabling him to gain employment while his application is pending.
There is no guarantee that residency will be granted - there are a lot of factors involved, including his criminal history, medical problems, whether or not your relationship is genuine and the all-important fact that he's most likely already lied to immigration by not stating his intention to live permanently in the US when he arrived.
You guys really didn't think this through very well. You should have applied for a K-1 (fiance) visa before he came over.

He will not be legal here if you get married. If you both marry you will have to prove he didn't come here with the intention of marrying you, that you have a genuine marriage (not just so he can stay here) and that you earn enough money to support him.
The government considers any marriage within 30 days of the foreign spouses visit ending to be fraudulent and it is very difficult to prove you acted in good faith. You would also need to be able to prove that he still has ties to the UK or he will be considered to have committed visa fraud when he came here.He really should go back to the UK and wait while you work on getting him a visa to come back legally to be with you.
Go to http://www.visajourney.com/ for free guides and support on how to do things the right way.
You can expect to pay about $1500 in fees here while he will have to pay close to the same back in the UK.

A marriage license wont help you at all! You have to be married and even then it'll be hard. He will have to go back to his country and do the paper work there. It also depends on the situation. You can talk to a Immigration consultant. It'll cost over $3000 plus paper work. If he did it here, over there, don't know. If you and your Future husband don't make enough money you have to have a sponsor.

A marriage license means nothing. You would have to be married. If he is illegally here, that could pose some difficulties for both of you.
Job permits are certainly not immediately issued. It will take time.

Not until he gets either a K1 or K3 visa. This takes 4 to 8 months if you hire an immigration consultant to help you. Longer if you do not. It will cost about $3,000 in all. And you have to be over 21 and you have to prove you make more than 125% of a poverty line income in your state.

Marriage does not automatically mean he will be eligible for a job permit.
