    The shortest book of the Hebrew scriptures is Obadiah with just 21 verses.

    The Second Epistle of John, by verses.

    Both are really short.

    One has the fewest words and one has the fewest verses

    3 John & ...I forget

    Verses were added later so 3 John would have to be the correct answer.
