will it cost less to use cold water instead of hot water?

growing up i was always told to use cold instead of hot whenever i could to make the water bill cheaper. and as a kid i just accepted the reality that was presented to me. my brother just told me that it doesn't matter if its hot or cold, it matters how much you use, that the hot water heater is on 24/7 always making hot water.

can you please tell me who is right/sort this out for me?

    An electric hot weater will turn on about 2 minutes every hour to maintain the temperature in the tank. If that water is used it will kick on for about 10 - 12 minutes to heat the cold water. If you have a gas water heater it will take even more time and more energy.

    Your brother is right that doesn't matter on making the water bill cheaper...it's the energy costs.
