I would pull the head off of the engine and check for stuck valves. I bought a 12 hp motor from a yard sale for $1.00 and got it running within an hour.

    It had the same problem.

It sounds like there is a problem with the compression. When you remove the plug, it spins freely. It could possibly be a stuck exhaust valve, or a component in the gear system that is malfunctioning that drives the valves. Try this: with the plug in, put Your hand over the exhaust pipe. Do you feel air coming out? If exhaust air is coming out, I would look at the starter again. Is it a reman? Some fail right out of the box!

    Good Luck!

Compression has nothing to do with it. It is the starter. With the plug out you take the load off the starter and it turns the engine. Clean up the starter, put new brushes in it and it may fix it. New starters are a bit pricey. Pat's small engines.com has about the best prices.
