For the 360 mailbox, yes. See http://help.yahoo.com/l/us/yahoo/360/shutdown/360s... . You can copy and paste them into a blog entry, if you want others to see those messages. Other than that, you can only copy and paste them into a file for your personal viewing.

Your blog comments should have transferred (albeit without nickname designations, which is possibly a glitch). I haven't read anything recently regarding Top Page comments, but it's likely the same deal - copy & paste to a file. You can contact the Yahoo!
