If it is made in Canada - no.
If it is made in another country - yes.
Source(s): Definition of a "foreign" car. - timothy pLv 71 decade ago
most jeeps are assembled in the US with parts produced in the US. The window sticker is supposed to have a percentage of US components. Ex. My current Jeep JK has a 76% US and 24% German make-up.

As toledojoe said, Fiat doesn't actually own Chrysler outright, and they won't even have a majority of the shares for several years.
Even if Fiat did own Chrysler, ownership of a company doesn't really tell you anything. Daimler held a majority of Chrysler for several years, and they weren't suddenly "foreign" then—the vehicles were (and will be in the Fiat alliance) produced in the US by US workers using largely NAFTA-produced parts.

I needed to edit my answer. If the mojor components are assembled into a vehicle in the USA, Canada or Mexico, the vehicle is considered domestic production.

If the company that owns Chrysler is foreign, that does not mean that it's designed and manufactured as an import.
So the answer is no.
