Filing for custody. Which county?

My brother is wanting to file suit for custody of his infant son. My question is if the baby lives in one county in Ohio and my brother lives in another county in Ohio. Which county does he file suit in??

    I know you file where the baby resides!! Trust me!! We just went through determining which state, as we are different states. It has to be in the county the child lives in.
