Poached seal on the beach?

Yesterady I found a dead seal on the beach, next to it were 2 trash bags and a pair of latex gloves. The seal was missing it's head, tail, flippers... it was basically a torso. I don't know much about seal poaching but the cuts seemsed to be clean and not animal inflicted.

I called the local animal control who where off for the weekend so they directed me to the police and they said there was nothing they could do about it.

Who else can I call? Fisheries and Wildlife is off till Monday and I'm not sure if this is something I should bother the 24hour Game Warden over.

It's been high tide and the body was still there this morning, I'm just really disturbed by this because this is a beach where there are a decent amount of families and children.

Any information on seal poaching would be great too, as I've found it's hard to find.

    Call the game warden. He will want to see it and make a report. Fish and Wildlife will want to determine if it's an isolated incident or a bigger problem.

    If you are in England you can call the RSPCA and tell them to look out for poachers,but that seas a goner so call them and they'll remove the body too.
