For running slow there are many causes:
Microsoft Registry Problems = Slow Computer!
Spyware/Adware
RAM
De-Fragmenting
Etc.
Below can help you speed up your pc:
Manage your startup:
Open your Start menu -> Click Run -> In the command screen type "msconfig.exe" -> In the "system configuration utility", click either "service" or "startup" tab -> Uncheck all programs that your are no longer using.
De-Fragmenting
1. Right click of C Disk.
2. Click properties.
3. Click tools tab.
4. Click "Defragment now".
5. Click Defragment.

Do you have at least 2GB of RAM? Do you have a slower hard drive?
One thing to boost startup time is going into msconfig, Boot tab, and clicking on advanced options. If you have a dual core CPU, check the "Number of processors" and choose "2". Also check "Maximum Memory". That'll help the startup process.
You also might've checked off the wrong things in Services. Disabling it in msconfig sucks. Gotta go to services.msc. Below is a good source on what to disable.
With Vista or Win7, they basically load up the same, with Win7 at a slight advantage. Trim services down to 30 or so overall and you should be set.
With laptops, most people hibernate/sleep. Way more efficient.

why assume there is a utility to fix this?
This could be hardware... you *did* buy an HP, so you *are* getting what you paid for.
Might be RAM, might be the speed of your hard drive... might be your install (have you tried recovering to factory)... how much RAM do you have? How fast or slow is your processor? Oh... THANKS for providing this information from the start...NOT! In the future, you might be nkind enough to provide the model of HP you have. It will help when looking things up. For instance, if you have only 512mb of RAM and you have Vista at all, there's your speed issue. If you have a gog of RAM only and Vista Home Premium... there's your slow down.
Be prepared. Your slow down might be caused by your choice in laptops.
Otherwise, increase your RAM and reinstall it back to factory. Then see how slow it is.

Alternatively you could downgrade to XP which will make it faster then both Vista and Windows 7.
The new operating systems are loaded with a feature known as Digital Rights Management. This name is Ironic in that the use of the word "Rights" makes one think it helps THEM with their software but no. Digital Rights Management integrates a level of copy-protection for the benefit of developers of intellectual property (music, video and software). This in itself is not really a bad thing people do have the right to be payed for what they contribute however integrating it generalisticly in an operating system makes for huge cumbersome code that overall impedes a users ability to run ANYTHING. If developers feel threatened by intellectual theft they should integrate their own copy-protection into their product.
Anyway... XP predates this DRM craze and as a result performs 2 x faster then Windows 7 (Beta) and 4 x faster then Vista. With no significant reason to run Vista or Windows 7 (no winfs was never made) why WOULD you leave XP? it boggles the mind.
Another thing to try is to increase your physical memory. 9/10 times memory is your bottleneck and where memory lacks the hard drive (slow storage) must try to fill the gap.

Before anyone else thumbs me down review

I am aware on Toms Hardware with certain encoding results Vista is better then XP (only just) but the page indicated is 3d rendering this is the number crunching end and as we can see Vista is dismal it litterally eats up any kind of power that poor processor has and leaves it with breadcrumbs. DRM needs to be removed

More on DRM and how it is inappropriate for the OS to handle.

Sorry... HP is not one of the better brands having said which I am writing this on a HP laptop. I had problems with their autoinstall software, blew it away and loaded XP (see above) runs like a rocket. I dont believe HP parts quality is poor but rather their bundled software. The specs provided for your computer is similar (slightly better) then my own. Speed problems can be caused by too many windows services. Windows services are applications that provide well, a service to other applications / users in the background invisibly. To access your service list right click computer and click manage. Then select services from the right panel. Be careful here, shutting down a required service is as detremental as deleting a required registry key.
If you have actual install disks for the Windows Vista OS I would suggest a clean build. Dont trust the HP stored image, it is full of crud, make sure you burn a copy of the drivers prior to wiping clean your laptop.

windows registry cleaner; Ad-Aware(from Lavasoft); Spybot S&D; SuperAntiSpyware; Run each one through your machine and allow them to do cleaning as well.
Defrag has never done anything measurable for me. Also see what antivirus you are using(Norton is a hog). Try Avira instead.
Also go to my computer/c drive and right click and click on properties and see how full your computer is. If there is only 1 gb(or less) of hard drive space left, yeah that will kill it.
all the programs I mentioned are free off the internet and free to use.

Yes, i'd totally agree on Chris. There seems to be no problem with your system configuration. The question is how much data have you loaded in the HDD? I mean games and other softwares which takes the registry space. Anyways, just try this for once. Reload the OS and try to find out if there is a change. If there is no change then downgrade it to XP till W 7 arives.

If you are using Vista, it's probably just Vista so I'd upgrade to Windows 7 which comes out October 22.

Create restoration discs if not achieved so already.(below courses). One attainable reason is by way of the fact annoying force went undesirable or going undesirable. so which you would be able to desire to returned up your information extra frequently. Then it might desire to be that living house windows is updating. collectively as living house windows replace, laptop slows down lots. So flow to living house windows replace, do all the living house windows replace manually until you notice not extra checklist on them(you will would desire to restart the laptop 3-4 situations until now you notice not extra checklist). Then enable the anti-virus application to replace. then you definately would desire to disable the part bar(with analog clock, do not enable it start up on the initiating-up). Disable the living house windows welcome demonstrate screen. Disable the HP equipment maintainence(do not enable them to start on the start up). lots of the courses will consume the laptop factors lots, so via disabling them, you're extending the existence of the laptop through fact it stops scanning the irritating force for all time now.

you can defrag but that will only bring your program files closer together for easy access increase the ram close to the max,use ccleaner to cleanup temp files, and the registry option to clean the registry

defragment your drive. Scan the system using a good anti virus software.
