I have a headlamp problem. one of my lamps low beam filaments will blow all the time but only one.?

every time i replace it with a new one it does the same thing, will blow the low beam filament but allows high beam to work for both headlamps. It is 24 volt system. I have been told by someone it could be the voltage regulator. they are halogen 100/90 bulbs

    You have a shorted wire somewhere check your headlamp wires that is really the only way those bulbs can blow like that. Unless you handle the glass of the bulb with your fingers :O.
