Help! Annoying neighbors across the hall...?

Question

I live in an apartment complex and I have been having issues with my neighbors across the hall for almost 8 months now and they still haven't been evicted! Here is what's going on:

There is a lady and her 2 year old son living there. She lets her son run around, stomp on the floor, jump around, scream, and pound on walls. I know when they get home and when they leave because they are loud in the hallway and also when they walk past my balcony window, Sometimes she has guests over as well and they bring their children which causes even more noise. 

Some of this occurs after 10 pm, and the apartment office will leave her notices on her door. Other times, this noise will happen before 10 pm and the office says that they can't do anything about it. My issue is, that no matter what time this goes on, I find it annoying and disruptive. I have placed several complaints with the office and I told them that I feel that they aren't taking the situation seriously. I also recently sent a formal letter to the property owner and I still haven't gotten a reply.

I don't want to move- I don't have issues with anyone else and the apartment complex is in a decent neighborhood. Is there anything else I can do ( legally or otherwise ) that might get them evicted or maybe finally get the point across to them? I don't want to cause any issues, I just want them to be quiet or get evicted.

Wow you're having problems with your neighbors? So am I, that really stinks. Well you should talk to her and tell her how loud and bothersome they are. If that doesn't stop, I think you could take them to court. That is what my mom said we'd do to stop our neighbors from bothering us. Well You should ask other neighbors if they have problems with them and if they do then everyone should get together and complain to the office. If you go alone they probably won't listen, but with others they might pay more attention to the situation.

Well, if the noise level is over a certain decimal level after 10 pm, then you have the right to call the police. 

The other issues sound rude and annoying but I don't think she's breaking any rules. She's simply being inconsiderate and that's not against the law or against the contractual terms of the lease. 

It's a shame that people have become so rude.

Files complaints when the rules are broken.  
Pursue the follow-up with the property owners.
Move to another apartment in the complex.
Ignore what you can and aceept it.
Short of a big move, that seems to be your only options at this time.

if you are scared to talk to them in person , call the main office and tell them. I will take care of the issue for you. That's why I don't like apartments and townhouse.

Have you tried talking to her? Maybe somehow she doesn't know how disruptive she and her son are. Tell her that you think if she doesn't calm her son down, you're afraid she's going to get evicted.

Kids are loud. You were loud when you were a kid and you'll probably have the TV blaring loud when you're older.

The walls are probably just thin. This can't be helped. 

If it is excessive you can try recording it and presenting it to the office.
