Tiny clear bubbles on my arms? Second time they have came back. Look like drops of water.?

Last week I went to the doctor for this since I stayed home from work because I had no idea what it was. By the time I got to the doctor it had already gone away. Now.. its back.

It looks like rain drops on my arms. Tiny little clear bubbles that feel hard if you run your fingers over them. I have no idea what they are and dont want to waste more money going to the doctor if I dont have to.

They currently don't bother me, but they just started up again. Hopefully they dont get much worse then they are now, but I'm guessing by morning they will be on quite a good portion of both arms.

They are about the size of a small pin head, very tiny, but there is a good amount of them. Definitely not always there, because I couldnt find even one when I was at the doctors.

Any ideas? Thanks for the help in advance.

Update:

Well to add to that, about the sponge and washing it off, I have scrubbed my arms completely with soap and water - and they still came back. Its not anything to do with blocked pores or such I wouldn't think. I showered this morning as well and they are still there?

    Go get a loofa sponge and Kiss my face olive oil soap and lotion at a health food store or www.vitaglo.com and scrub your body, use the lotion and you most likely will not see them again, if you study the folicles of the skin when a film gets on them you cant sweat and it does what you are discribing you just need to get the dead skin cells off the skin so your skin can breath again...epson salt bath is also good with a loofa NOT plastic sponge.
