no, dogs dont have to fit standard to be registered.
The only requirement is that the parents are of the same breed and fully registered. Registration is not a guarantee of quality.. AKC will even tell you that!
Breeders who are in good standing with the breed clubs have to be breeding to standard.. AKC itself is nothing more than a registry service for keeping track of pedigrees and stud books.. its not their responsability to check out each breeder, dog, and litter.. they dont have that kind of funds or workers to do that.
NO registry will check out a breeder or litter proir to registration.. they all rely on the honesty of the breeder.
Thats why its up to you to research a breeder.. those papers are only as good as the breeder who registers the litter.

you cant switch to akc you can get a akc lp number but only for showing your pups will be nothing meaning not akc or possibly ckc ( not sure what ckc is ) what kind of dog is it that might make some difference in getting a regsistration on him of some kind also you get double registers on some kennel clubs and make the pups even more valuable depends what you are looking to do

AKC is a registry service - they do NOT tell breeders which AKC registered dogs should and shouldn't be bred so as to reach the breed standard.
Breeding high quality, in standard, dogs is the BREEDER's responsibility.
BUYING high quality IN STANDARD dogs is the responsibility of the BUYER. Being lazy and not adequately screening a breeder will net a low quality dog.

the CONtinental Kennel Club is a scam registry for those who breed POOR quality dogs AND those who cannot AKC register their dogs.

The Canadian Kennel Club - like the AKC is a registry service. One of the things that they do that the AKC does not do (but should) is require permanent ID (tattoo or microchip)on every pup registered. Twice while working rescue in the US (pulling Samoyeds out of shelters) I was able to get a dog back to either the breeder or the owner due to the dog's CKC permanent ID.

The only thing you need to register a litter is proof that both parents are also AKC registered. CKC is even more relaxed I believe, and will register a dog if a vet or other professional looks at the dog and says it's a purebred. They have such high standards....
Oh, by the way, I'm talking about Continental KC, not Canadian.

AKC & CKC only registers pure bred dogs, it doesn't matter if they match the standard or not. If you want the dog to match the standard, go through a proper show breeder.
THIS giant flaw in the system is why so many terrible breeders [like the one you're talking about] can register anything that breathes.

AKC and CanKC are record keeping organizations. They prove that a dog is purebred....that's it! They are not the breeding police and have NOTHING to do whether one fits the standard or not......only purebred parentage/pedigree/family tree. The breeders are the ones that control what the dogs will turn out to be....or not, in most cases.

Geez, do you have any idea how many employees AKC would have to have to go out and measure every dog ? Get real! That simply isn't what AKC does, BUT, it is the reason that some dogs have a CH in front of their name and some don't.
Being AKC registered is only about proof of who the parents are, grandparents are, etc, etc.

AKC registered purebreeds, the dog needs to be purebred with registered parents, but do not necessarily have to meet the breed standard.
CKC will register any ol' mutt that ur cousin's neighbor's blind grandma cooked up in her backyard

REGISTERED dogs come from REGISTERED parents!
AKC REGISTERS dogs-NOT JUDGES THEM!!!!
BYB crooks make REGISTERED *CRAP* all the time.
REAL breeders DON'T-because their stock *IS* judged & TITLED!
