"I just put in a new hard drive" ... OK, did this replace your old hard drive or is this in addition to your old hard drive?

If it is a replacement, you have to install an operating system (Windows, Linux, etc.) for the computer to work.

If it is an additional hard drive, then you need to set the new hard drive as "slave" and the old hard drive as "master". This is done by moving the jumpers on the back of the hard drive or if they are SATA, then this is done in the BIOS.

Edit... "This is a new hardrive replacing a broken one."

You need to install an operating system. Either you use your restore disks that came with your computer (or that you made), or you buy an operating system for it.

If you replaced your old hard drive, you need your operating systems disk. If you have a PC or Mac, it should have come with the machine, or you can install a Linux distro.

Yea Nick. Do you have the recovery disk or the Windows disk?

It won't run without an operating system.

Well he doesn't have a Mac or he would see a folder with a question mark not a prompt to install boot disk.
