I agree with the people who said Russian names. Typically, their names do lean towards that of a villian. But you should visit baby name websites, scroll through and see what feels right to the character you have created. Even simple names like John and Bob can be villian names if the character is correctly portrayed. Don't get too hung up on the name, focus on what YOU think feels right because we won't really know. I could give you a thousand foreign names and maybe they wouldn't feel right for the middle-class, classically average Joe American who has turned into a serial killer (I know that's not what you're writing about, but you get my point right?)

something ironic, like in the Mortal Instruments by Cassandra Clare, the villain is named Valentine, which, is ironic because of the fact that there's a saint named Valentine (hence, Valentine's Day), but i dunno, ironic is good.
