Africa wants $67 billion a year in global warming funds who pays the bill?

What is really sickening to me is that it amounts to welfare on a global scale. Welfare has destroyed much of the family structure in African Americans. I guess that isn't good enough for the left. They seek to destroy it in the rest of the world. Obviously Obama will go for it since he can be generous with other peoples money even while he lets his brother live in utter squaller. When he says, "I am my brother's keeper", which oddly enough he keeps repeating, I always think of that poor brother in Kenya with nothing. I don't know that giving him money would help him in the long run, but charity starts with family. Giving money to tin horn dictatorships to assuage leftist guilt is a recipe for waste and fraud and so I am sure Pilosi, Reid, and Obama will be pushing for it.
