Her personal life is her own business. If she has caused harm to a patient then this would be grounds for you to report it to the Board of Nursing in your state and they will investigate it.

You can file a complaint with your State Nursing Board, but it won't go anywhere for this complaint. They will not investigate unless she herself is known to be using drugs.
