Yes you can you have to go into Bio's and change the boot order, but most people tend with either boot from the disc drive or the hard drive.
They would boot from the disc drive generally if windows needed to be reinstalled.

Yes, but does it worty the hassle?
A 8 GB flash drive is about $ 25, thats the cost of a 250 GB HARD DRIVE

when you reformat your computer you can choose to boot from your flash drive. u can run the os off the usb but why would u so it is just to install the windows
