I have had this problem for 15 years and kinda gave up on working out.

I now wear a "power t shirt" that looks like a regular t shirt but makes your chest look flat when you wear them under your dress shirts or even your black rock n roll shirt. No more nipples sticking out.

The make-up of "boobs" is fat. If you are not at least a bit fat, then that points to a hormone problem. You are either producing too much estrogen or not enough testosterone. Unfortunately, this problem could be caused by something serious. You need to see a doctor.

this is normal. you are in puberty, and thats when you grow. most men dont know this, but they develop breasts too. dont worry they arent man boobs and they wont become man boobs.
