Where is the best place to snorkel in late December?

Depends on where you're primarily going to be staying, of course.

Phuket has pretty easy access to the following (about 1-2.5 hours or so by boat):

Koh Phi Phi (recommended)

Koh Similan

Koh Surin

You will find a number of day trips to other islands around Phuket as well (Koh Racha, etc). While not as spectacular as Phi Phi, these islands are ok if you don't want to take a long trip to see the best snorkeling areas.

Koh Samui:

A lot of people go to Koh Tao

Krabi:

Koh Phi Phi

Koh Lanta

The good news is that you're arriving at a great time of year to go snorkeling because rainy season will be over.

Koh Lipe in the Butang Group in the Andaman Sea has good snorkeling just off the beach.

Phuket is awesome to snorkel!! i went snorkling in the beach at phuket and its really fun!!

I HAVE BEEN SNORKELING AND SCUBA DIVING OFF THE COAST OF PHUKET ABOUT 2 HOUR'S DRIVE OUT .. SO MUCH FUN BEAUTIFUL AND WEIRD FISH :) HAHA
