If God finished His Creation on the sixth day why does Gen 2:2 say that He ended His work on the seventh day?

Actually it says on the seventh day He rested, giving us the example that we should rest, and observe all God had created, by communing with Him.
Gen 2:3 Then God blessed the seventh day and sanctified it, because in it He rested from all His work which God had created and made.

Genesis 1 (Amplified Bible) 5And God called the light Day, and the darkness He called Night. And there was evening and there was morning, one day. 31And God saw everything that He had made, and behold, it was very good (suitable, pleasant) and He approved it completely. And there was evening and there was morning, a sixth day. Genesis 2 (Amplified Bible) 2And on the seventh day God ended His work which He had done; and He rested on the seventh day from all His work which He had done. +++"5. That God divided them from each other by distinguishing names: He called the light day, and the darkness he called night. He gave them names, as the Lord of both; for the day is 5 his, the night also is his, Ps. lxxiv. 16. He is the Lord of time, and will be so, till day and night shall come to an end, and the stream of time be swallowed up in the ocean of eternity. Let us acknowledge God in the constant succession of day and night, and consecrate both to his honour, by working for him every day and resting in him every night, and meditating in his law day and night. 6. That this was the first day's work, and a good day's work it was. The evening and the morning were the first day. The darkness of the evening was before the light of the morning, that it might serve for a foil to it, to set it off, and make it shine the brighter. This was not only the first day of the world, but the first day of the week. I observe it to the honour of that day, because the new world began on the first day of the week likewise, in the resurrection of Christ, as the light of the world, early in the morning. In him the day-spring from on high has visited the world; and happy are we, for ever happy, if that day-star arise in our hearts."

I think that the point is that he finished his physical creation on the 6th day, and the 7th day was a day of "rest" - meaning, rest from physical creation, a day of spirituality. After that, creation as a whole was done.

He looked at his work on the seventh day and he said 'it was good.' and he rested

Just like to give you an Islamic perspective.
Allah said in the Holy Qur'an (Surah 50:38)
"And indeed We created the heavens and the earth and all between them in six days and nothing of fatgue touched Us".

Because the bible is full of loose ends and is a work of mythology which should be viewed that way.

Why would a perfect being need to rest?
