Is a Intel Core i7-860 superior to an Intel Core 2 Duo processor?

I used to know this stuff back when chips were I, II and III but now I have no clue. I have a game I would like to buy that requires a Core 2 Duo or like processor.

Definitely. Core 2 Duo uses dual core processors, which limits is multitasking ability. It can still handle high powered games and applications, but it can't most of them at once. i7 is quad core, and uses a more updated cache, which helps when you use applications frequently.
