Sounds like she's not ready for potty training. It's not unusual for kids to still be unready at age 2. Mine is over 2 1/2 and still not ready. Sometimes I can't wait, sometimes I think it'd be easier if she stayed in nappies until she was 5, heheh. She'll be ready when she's ready and forcing it only delays it even longer.

My daughter used to hate having her clothes off as well, including her diaper, even for changes and baths.
