You buy Mexican insurance at the border. You do not drive into Mexico without it.
Alternatively, you buy Mexican insurance from a Mexican insurer on-line. You do not drive into Mexico without it.
For liability purposes, under Mexican law, you MUST have auto liability insurance specifically for Mexico provided by a Mexican insurance company that is authorized by Mexico’s National Insurance Commission. U.S. and Canadian auto insurance is NOT valid for liability accidents in Mexico. You must purchase auto liability insurance specifically for Mexico from an authorized Mexican auto insurance agent while in Mexico.
Mexico doesn't recognize insurance from any other country, period. If you have an accident, and don't have Mexican insurance, it doesn't matter who is at fault, you go to jail until it is settled.

There are insurance company offices all along the U.S. border with Mexico at probably every city where you can cross.
I would try an online search for insurance in a place like El Paso. You should find some phone numbers where you can ask get an answer to your question.

Only insurance from a Mexican insurance company for vehicles in Mexico. You will have to decide where you plan to cross into Mexico and see if the city/town on the U.S. side (i.e. San Diego) has any brokers/agents that sell vehicle insurance for Mexico. The vast majority of them do. You will not find anyone in Canada who will be able to provide you with that kind of policy.

Siervocal ~ Have you been on the 710 Fwy in Southern Calif?? It is the main freeway that goes to the Long Beach and LA harbors. It is a nightmare, at least 25 % of the trucks on that freeway should not be on the freeway. They are falling apart. There are countless accidents on that freeway. The majority of the drivers are Hispanic and middle eastern. If we add more trucks the the mix here in LA it will affect traffic and our safety. Also for the record I'm not against Big Rigs. I have a family member in the industry and the last company I worked for had their own fleet. The guys were great hard working guys. Three of them had over one million accident free miles. I have major issues with Mexican trucks driving safely on our freeways and causing more congestion on our freeways. BTW Hera is great I LOVE her questions!!!!

I would check with AIU (a company attached to AIG). I used their insurance when I was stationed overseas in Italy and Germany because I refused to be forcefed Geico and USAA prices just because I was in another country. They were very reasonably priced compared to the other 2 companies. It's something to consider.
