jeep power steering pump...?

So when I turn my wheel i hear a god awful noise in the pulley area....and my power steering fluid container shoots fluid out of the seal of the cap.....bad power steering pump or....?

I haven't put fluid in since last summer - and when I did, I didn't over fill it.

Update 3:

sounds like metal - i originally thought the pulley was loose but i looked at it running and it doesn't seem to be...

    sounds like your pump is done. If you don't know how to replace it yourself, get it to a garage before it fails completely, leaving you with an expensive arm exercise machine

    when you replace the pump, fill it and start up the automobile. keep topping off the fluid till it continues to be on the finished mark. after this turn the wheel from lock to lock till the pump will change into quiet. take for a attempt stress, about 2 miles. come lower back and double examine your fluid and your executed.

    My 99 Grand cherokee does this too. Does the sound, sound like metal scraping metal????
