Sorry but what you require...little or no crime and cheap rent....doesn't exist.

Well that's a Low price range as agreed, for Seattle area, better yet any area, anywhere.
in Seattle vicinity (Eastside included) the avrg is about $900-$1200+ for 1bd and beyond!
It really depends, on the amenities, you can get Concierge, personal shopping, dry cleaning,
full spa, fitness center, tall ceilings, sound proof concrete walls, and so on for about $1500-1700.
And most places are by the Lake or some body of water, so you have picture perfect views, walking distance to the Waterfront/Marina. MAD COOL! LOL
It really, depends on your lifestyle.
in Seattle, there's a few NEW-er apts, but the older ones are basically the same price,
I'm not too keen on living in an "historic" building...
However, in my experience, I'd say $700-$900 you can basically live anywhere,
(ONLY with specials at the apartment community)
now without, it will be tough to find.
I've seen $900 and BELOW price range in Upscale neighborhoods,
and I've seen rent costing MORE in "high risk" places.
It's really, what you settle for... You have to look for it, some places don't advertise,
so if you go in the area, where you want to live, and take a walking tour,
you might find a really good deal!

I lived in Seattle with my husband... we moved to start a family because it would have been impossible for us even with good jobs.
it's very expensive out there! we paid 650 for a studio (10ft by 10t) with a shared bathroom! our place was not so great but you will def. pay for it. Seattle has very little groundspace so the rentals are skyhigh and hard to get into, every month the more affordable places are being tore down to make ultraswank ultra expensive high rises. something i assume hawaii has going on too, eh? limited space calls for higher prices across the board.
the outlying areas can be a hodgepodge of extra expensive because of the limited space inSeattle and people needing to commute and semi decent areas. look at the web for Renton, it's a suburb that has a mix of 'hoods (nothing in Seattle area is that seedy, you will not be dealing with a Chicago style city - it's very people friendly if you can afford it) you will have to pay more than 500-700 unless things have gone completely down hill in the last couple of years, and I've heard the exact opposite has happened.
you might find help looking at The Stranger online, it's a local Seattle paper that has used to have a good rental listing.
also most place ask for first and last months rent security deposit, which is different to all of the places I've ever lived.
Seattle is a beautiful city, I loved walking pike and pine everyday - you'll find no problem with being an interracial couple - the city is very welcoming to differences, it would also be the only city I would have ever raised a family in - the only problem with Seattle and the northwest is that it's becoming very expensive - no room for the middle class.
If you have to stay withing your 500-700 budget - You should also search for Olympia, it's like a small Seattle and very close by - it has much more accessible living options. You should be able to find someting there no problem. It has many great burrows and really good food - very family friendly. The roads in and out of Seattle although the locals complain are top-notch (coming from a midwestern girl) so commuting is actually easy. The entire northwest is very openminded and accepting if that was a concern of yours, your family will be received with open arms without a second thought of your race, religion, gender, hair color, etc :)

What you want is not possible. It's just the law of supply and demand. Everyone wants what you want.
You can choose either one of the following, but not both:
Low crime
Low rent ($500-$700)
