It is far more than 40% that is why Obama is going on tour to campaign for a bill he already signed. He knows that the vast majority of Americans hate the bill..

A very large majority of voters did not want the bill that passed, many did want reform. When your reading comprehension gets up to 9th grade level you can have hours of fun reading and understanding what happened.
