Why does Brock from Pokemon look different from all the other characters? Does it mean anything?

Brock was "supposedly" suppose to be an "Asian" character, thus his eyes are unseen. And like person above, it IS a type of character style. Like Ichimaru Gin from Bleach :D
Its also an old anime 1996...so yea...styles have changed since then :D

Hes just drawn that way. Like Gin Ichimaru in Bleach.
