Canada vs US prison population?

I'm curious why there is such an incredibly enormous difference in incarceration rates between these two seemingly similar countries.

Canada has a population of roughly 34 million people, and roughly 34,000 in prison.

USA has a population of roughly 309 million people, and roughly 2,150,000 in prison.

Why is this? Can the crime rates be THAT different?

    Kelle is largely right, but doesn't have all of it. Canadians also respond differently to crime. One of the statutory directives in sentencing is to consider all alternatives before incarceration. We only actually incarcerate people for very serious offences or where they've demonstrated that there's no other way of controlling them, and even then the sentences are generally shorter than in the U.S.

    As for the race issue...Kelle is right that it factors significantly into the incarceration rates, but Darwinall is quite wrong about homogeneity having anything to do with it. Canadian urban centres are by no means homogenous; the difference is that we don't have the same kind of history of racial tensions or the same degree of historical socio-economic inequity (with the possible exception of the native population).

    Also, the three strikes law in the US. I think it's ridiculous. We have nothing like that in Canada. Third conviction and bam, you're locked up?? Talk about inflating the prison population. But penitentiaries are a business in the US so it's little surprise that the majoirty of inmates are for relatively minor drug crimes, etc. Those 2 million people aren't all hardcore murderers.

    What Kelle said. And it is not just about a portion of the African American population that is disenfranchised, or caught in various cycles. Canada overall has a much more homogenous population, so it is easier for the average individual to feel part of the national community, respect the national consensus on lawful behavior. The US has a very diverse population- it takes a real intellectual effort, not a gut level response, to feel that we are all a part of a community of laws that benefits us all.

    1. Less abject poverty.

    2. Better education.

    3. Fewer guns.

    Crime is centred in big cities.

    USA has many more big cities then Canada . We have maybe 13 cities , whereas you have maybe 300.

    Your prisons are mostly filled with Black Americans as the Black Americans feel dis enfranchised. Canada doesn't have that influence on its' stats.
