OK, think fraud...think perjury...think fines and jail time. As the others say, DO not get involved in this.

Terrible idea. You won't owe the $2000, but you will be responsible for everything that pertains to the car. You will be responsible for insurance, tags, and emissions testing. If your friend lets the insurance lapse, and the DMV finds out, you get in trouble. If a traffic camera catches her running a red light, you get the ticket. If she hits someone, and has inadequate insurance, you are on the hook for any damages she does. I see too many questions on this site where someone has gotten burned after registering a car for their friend.

You will not be responsible for her debt, you will in fact own the car. However, if the authorities find out what you two are doing, you'll both be guilty of tax evasion and fraud by hiding her assets.

If the car will be in your name then you will be responsible for it: paying the insurances, road tax or all the other payments one has to make in your country.

If you do not pay you can be taken to court, situation can be worse if the car is in an accident driven by somebody else etc

Since it is in YOUR name...So does the title, and the insurance, and the registration. Anything she does in that vehicle your are liable for...
