What kind of idiot says that an oil spill (even if about to go ashore) is just a drop in the ocean ?

They aren't idiots. They are simply trying to escape responsibility. If blameworthiness and money is not involved, they will probably say the real things.

I just found on the internet that 1 drop of used motor oil will pollute approx 25 liters (or 6.6 gallons) of water. And since oil spreads out & floats on water, that could be a lot of surface area!!

He meant that the oil lost is just a drop in the oil ocean, not the water ocean. He couldn't care less about the water ocean.
