Why do many shows have audio level [volume] of music/background sound LOUDER than the spoken word?

Why do many (esp documentaries) have audio level [volume] of music/background sound LOUDER than the spoken narrative?

I saw a Steven Hawking piece on the Discovery channel recently and during explanation of fairly subtle points, the background music drowned out the spoken words. ??? what purpose is being served by pumping up some mediocre music over the words that are explaining things?

Do audio-engineers not realize that many people want to HEAR what other people say?

Update:

It's not just documentaries, but I've noticed the sound-level "balances" where speech intelligibility becomes dominated/swamped by background music, background "ambience", etc

    A lot of studios don't know what kind of speakers are going to be the final output of the thing. If it was originally intended for Dolby Stereo and then you end up using your own computer for out put and that has a mono channel only, you will probably have the least control over what is louder.

    The only way around this is to have all output speakers almost identical, which in our economy is almost impossible without some kind of governing laws and radical overhaul of our commercial society that thrives on people who make bigger and better new products.

    So my only possible solution for you is to find a better stereo system that hopefully allows you to manipulate the trebles and bass parts especially where you need to hear things like that. Good luck, and I hope you end up hearing word for word every robotic syllable of Sir Steven Hawking's magnificent voice.
