What can I do Legally about these 2 Shackled Dogs ?

So when I woke up I looked outside and saw a GS on my property - I threw on some pants and went outside . When walking toward the dog I noticed Shackles on his paws - ALL FOUR. When I got closer I saw his ears had been Gnawed off - to the bone . Then I saw another Austr Shepard Mix Shackled just the same .

Ok I am freaking out at this point -so I run in & call 911 . They reconnect me to the dog shelter - I told this man what I had seen just the same as I did above . Do you know what this man told me ?

He told me I need to be careful of my words because if they are NOT SHACKLED as I said - I would be giving a CITATION ! I told him there was no other way to describe this - there were chains & cuffs on all 4 Paws . He asked me " Well then how are they walking around ? " , I said they are NOT HOG TIED - but all paws are SHACKLED like a Slave .

Anyways - 2 hr later and No show - being that I had prior engagements I had to leave . A few neighbors agreed if this went to court they would help .

Well they showed up while I was gone & my BF called me and told me the guy was giving him a hard time w/ a lot a attitude & told us if it happens again to call them again .

I will be keeping my eye on them ! Oyeah the owners did show up while I was there and said they do that so the dogs won't get out . They get out everyday - & I told them this is Unacceptable & you can not do this . (( Sorry I am still a little shaking up by the whole thing ))

Question : What should I do legally ?

Should I continue to call the Police every time the dogs are loose ?

Should I bring the dogs in my backyard & take them to the Shelter myself ? Or would that be Kidnapping ?

I know they can't charge animal abuse if the dogs are loose - but can't they get a No Leash Ticket in a Leash Restricted Area ?

~ I appreciate everybody for stopping by & for your opinion . This is really serious and I am starting for Wonder if the Animal Control help as much as they say ~

I could have received a CITATION for Helping Abused Dogs - I feel like I am the Victim now ...

Kind of makes you NOT want to help these dogs if you get in trouble & the owner is allowed to continue owning & abusing !

    Thats insane. I'm shocked by how the man responded to your call for help. County animal control here responds immediately to calls of abuse, bites, and wild animals. I have never called them and got a rude response. The worst was that I may have to wait as the main ACO was already on a call.

    If you had this experience with a county animal control worker then you can complain to your county director(not sure if that's the actual title). If you experienced this with a private organization you should contact their main office for your state and report the employees behavior.

    In Florida where I live you can't get a citation for an abuse report unless it is deliberately falsified. Simply wording something wrong is not going to get you cited. If that's the case elsewhere then Im shocked for sure. Legally speaking the owners should be given a warning for off leash dogs, a citation the next time and so on. If it actually is abuse then they may receive a citation and have the dogs seized, as well as face charges of animal cruelty. There is no reason why the responding employee should have had an attitude with you. If there is another person you can contact about this situation(humane society or an animal control facility other than who you initially contacted) I would call them the next time.

    that is a demanding one technically the possession is with the owner beacause she has custody of the canines. She is the owner notwithstanding....... she has missed the canines forcing some to have taken it into there own fingers to ensure the health of the canines so if any concerns did get up and something take position the justice equipment ought to provide criminal rights to the owner notwithstanding she does no longer be allowed to save the canines because she has missed it and hasn't cared for it yet that does no longer recommend that you should then have proprietor deliver over the canines ^ i'm hoping that made experience notwithstanding the fundamentals of that is ......... - that is her canines so in the triumphing day she does have rights on it - notwithstanding because she has did not take care of it and left it contained in the care of somebody else that man or woman is both to blame for the canines - in case you looked after the canines and action became taken even notwithstanding that she will and could declare she is the owner, she has no data because she has no papers and he or she has no longer been searching after it so the justice equipment will in a lot of situations rule that the fellow who has been being concerned for the canines can take care of it so that you should be able to take care of it Secondly she would not sound as if she needs the canines nyway so a million) you should indicate buying it off her 2) you should take care of it and he or she probably gained't do something about it notwithstanding the fundamentals are , she is the owner yet she does no longer be allowed to save the canines because of ways she dealt with it and then your pal will then benefit possession and he or she will then provide it to you ( yet another sturdy part of do must be to the contact the RSPCA, the can take the canines from her possession righs because a million) she would not ahve data it is hers and a couple of) she has missed it by technique of no longer being concerned for it they're going to rehome the canines and in case you ask they're going to definately rehome to you. they do what's best by technique of the animal and they're going to rehome it to someone that is wide-spread with and is mushy round a.ok.a you and your pal ) wish this made experience xxx
