Where can I find a top/dress similar to this?

I really love this kind of dress, except I don't want that kind of pattern, and if possible, to be not as low-cut.

The dress on Spencer Locke, the girl on the far right. Her hair is covering most of the top, but you can somewhat make out what it looks like. If not, here's the video:
